This crochet hat Will fit a Newborn baby because of the stitches it is easily fitted to the baby's head as the post stitches worked are quite stretchy. 
You should be able to work in Front Post Double Crochet, Back post-Double Crochet, and Front Post Half Double Crochet

FREE CROCHET BABY HAT PATTERN 

FOr the ribbed newborn crochet baby hat, you will need 

Using a 4.00 hook and Aran Weight Yarn 
the finished hat measures 13-13.5 inches around
crown diameter = 4.5 inches
hat length 5 inches

Ch=Chain
st(s) = Stitches
BPDC = Back Post Double Crochet
FPDC =  Front Post Double Crochet
Work in rounds joining the last stitch to the top of the rounds start a chain.

Rnd 1: Ch 4, Working into the 1st Chain you made, create 12 dc, slip to join into the 3rd chain at starting. (12dc) 
 
Rnd 2:Ch 3,2Dc in each stitch around, (24)

Rnd 3: Ch 3, *Dc in first st, 2DC in next * Repeat around and slip to join into the to of the ch3.
 
Rnd 4: Ch3,  *BPDC  in next 2 stitches,  FPDC in next 2 sets* around, slip to join,
 
Rnd 5  to Rnd 10: Ch3,* BPDC in next 2st, FPDC in next 2 sts* repeat around 
finishing with a Slip to join.
 
Rnd 11 to Rnd 12: Ch3, FPDC in Each stitch around, slip to join

Rnd 13 to Rnd 14: Ch3, Front Post HALF Double Crochet in each stitch around. Slip to join and Fasten off.

If you feel you would prefer to add one more round to reach 5.5 length then add here. 
Finish off 
  

To make the Big Pom Pom I reverted to the traditional Method of Cutting out 2 Cardboard Circles with smaller holes in the middle. 

Winding yarn around the 2 pieces together until the hole becomes very small, Cutting the yarn in between the Cardboard Pieces and Tying around the middle Tightly.
 
There are other methods of making pom poms, very easily, By winding the yarn several times around your hand then tying in the middle and cutting both ends.

This is the Best Way to Make a Large Pom Pom For hats. 2 circle cardboard discs with the center cut out and chosen yarn wound around until all filled in. Cut through around the edges and pull the string tightly to secure
