My friend actually made this for her little one for her first Halloween outfit, and our little bulldog was a HIT with the trick or treaters at our door!
I never tied this around as our bulldog has one position which is lying on the floor.

However, If you wanted you could add in x 2 chain length secured at Rnd 10 to tie around.
The witch's hat is so easy to crochet and you could add any color of hair to the hat and plait for pigtails.

I used a 4.50mm hook (Small Dog)
and a 5.00 mm hook and 2 strands of Aran weight held together for a Large dog. Small amount of Black and Coloured yarn in Aran weight

How to crochet the Witches Hat Band
Chain 30. (or enough to fit around base of hat )
Slip the last chain into the 1st chain to join into a circle.
Rnd 1: sc in each st around
Fasten off and weave in ends. You can use this end to attach the colored band to the base of the Witches Hat
How to make the Witches WIG or the Hat With Braids
Create Several lengths of yarn all the same size (I used my A4 notebook until I felt there was enough to make thin plaits/braids around (approx 30 times) .
Layout the lengths of yarn straight.
Cut all the looped edges, and straighten fringe.
Pleat the braids on both sides (Figure 3 &4)
Secure ends of pleats with orange yarn tightly wound round to hold together
trim to even upends
Attach your braided hairpiece across the middle of your witch's hat. Secure with a few stitches on the Loops left on Rnd 10 Use Black yarn for this. And Plait
You can also add on a fringe by adding several lengths (SEE Orange hat ) of yarn to RND 10 at the fron of the hat. Trim to Size.
